Fracture in hand and its treatment does not make a Person with Disability which is PwD.

A person who has an ailment that makes him or her 40% disabled will be considered as PwD.

No unless it becomes a disability. In fact physical disability less than 40% is not even considered for reservations. So fractures and treatment dont come under the  reservations unless you have become a disabled person with more than 40% of disability in hand.
