First want to answer your question that IHM Dehradun is a state college and not a central college. Many people claim it to be central college but according to nchm.nic it is not central College.

Talking about IHM Dehradun, the college is not good. It just has name of IHM and no qualities of IHM in it. The placement are not good and even the college fails to develope its high reputation in the society.
