I'm a 3rd yr B.Tech ECE student but my passion lies in CS. I wish to study abroad for a better degree. What are my (affordable) options?

Depenmds on counrty Major changing can be difficult but give it a try

Hey dear for specially CS I won’t suggest You Germany to be honest it’s more expensive because of Euro currency so specially for Cs I would suggest you US that also would be California it’s best of all it would cost around 38 approx for 2 years including all in total.

Scholarship depends on GRE score as well give best in GrE and Toefl simultaneously your half problem is solved.

and yes for US ielts is not needed much focus on toefl and simultaneously take 2 year work ex then go or minimum of 1 yea.
