Harsha, IELTS is a Language proficiency test that you take if you want to go abroad. Because we are not English speakers, before visiting any Native English Speaking country, we have to appear for any Language Proficiency exam like TOEFL, IELTS,etc. There is no age limit or a certain educational qualification for appearing for IELTS. In general, those who want to take up Masters abroad or those who want to work abroad attempt IELTS and so there is no minimum educational qualification as such.

The eligibility criteria depends on the University you want to apply and their regulations and guidelines. So you have to check their official website.
