I'm a general TFWS candidate.If i don't get a seat in the TFWS quota then will i be considered as a general candidate for further procedure?

Dear applicant,

TFW is a sub-quota. If you have applied under General and also opted for TFW, this means you are applying for general catagory student asking to waive off your fees. I know some people who opted for OBC and TFW, got some place according to OBC and also a few as per TFW, although in different colleges. Although in some cases there are separate rank lists prepared for TFW, you do stand a good chance to opt under general as well. Considering rules change every year, to be certain about this fact, it is safer to drop an email to the authorities of the exam you are talking about, this a very easy process though.
