Hope you are doing well. It's not the way you are thinking. Hyderabad-Karnataka region (HKR) does not include Hyderabad but some districts in Karnataka which share some relations with the Hyderabad region. HKR consists of districts such as Bidar, Yadgir, Koppal, Raichur, Gulbarga oc Hyderabad state and Bellary of Madras. These regions in Karnataka are considered to be less developed and so there is a reservation meant only for this region. Hyderabadi students are not eligible for HKR quota in COMED-K. I hope you got the point after reading this answer.
