Yes, to apply for state quota, you need a domicile certificate as a proof; so apply for a domicile certificate. Other documents that you need for state counseling are as following-

1)NEET admit card

2)NEET rank letter

3)ID proof

4)For DOB proof-class 10th certificate /marksheet

5)12th certificate and marksheet

6)Caste certificate (if applicable)

7)provisional letter

8)eight passport sized photographs

9)PWD certificate (if applicable)
