Yes you are eligible for fee reimbursement. Can't say about full but it depends on government rules on particular category. You can apply as a fresh Candidate as soon as the registration begins. You need to have a category proof if applicable, and most important income certificate.

As far as I know full feel reimbursement depend on your family income and according to your college rules.It does not depend upon the year you are studing.Different colleges have different rules regarding this.
Moreover it also depend upon your rank in ecet exam.
