As the  Anna University has set some eligbility criteria for its TNEA exam application which says that-

"Candidates who have passed their VIII, IX, X, XI and XII from Tamil Nadu are eligible to apply for TNEA 2018."

And, since you have studied your 1st to 12th classes in Andhra Pradesh and you also belong to Andhra Pradesh, so you can't apply for the same.
