with 460 marks in neet 2019 and belonging to obc category you might get govt medcial college in up. we are predicting cut off according to previous year cut off trend. as per previous year cut off you can get govt coolleges like lala lajpat rai memorial medical college whose previous year cut off for  obc under state quota was 429 marks. other private colleges in which you can get admission are muzaffarnagar institute of medical science, mulayam singh yadav medical college etc. we are not sure about this year cut off as it chnages evry year depending upon number of candidates, no.of seats and difficulty of examination. so hope for better future this year.
