Yes, you are eligible for AP PGCET counselling, but for joining PGCET you have to clear all backloks in engineering before the joining date for pgcet. If you can't clear subject backloks then you are not eligible for pgcet. Generally in some univercites we have option to leave two subjects in final marks memo if you pass or not in those subjects, if you are eligible for that then its not an issue.
