According to the IIT Bombay gate 2021 information brochure the eligibility to apply for GATE 2021 exam is - "A candidate who is currently studying in the 3rd or higher years of any undergraduate degree program OR has already completed any government approved degree program in Engineering / Technology / Architecture / Science / Commerce / Arts is eligible for appearing in the GATE 2021 exam.

As you have completed the 3rd year of your undergraduate exam you can apply for GATE 2021 exam.
