Well if you are not qualified for JEE advanced then there absolutely no chances for you to get a seat in B.Tech course at IIT.

As IIT strictly takes it's students from JEE advanced and that you appear only when you have cracked/qualified JEE mains, which apparently brother you have not.

But there outside chances of you getting into IIT, by giving paper on fashion desining which is conducted by IIT's (it generaly happens in the mid of May, I suppose)

So google the details for that. Many students are unaware about that so they missed the oppertunity in appearing in that paper.
