Hi Kasim,
You should go for ECE instead of mechatronics  because Very few colleges in India provide Mechatronics course  because actually it is not any engineering branch,it's just research arena of Computer engineering. And we all know,  no research relating to engineering branch happens in India!

Now coming to your question: See you can learn all these mentioned courses like Networking,Mobile phones,Wi-fi,Sensors etc by preffering ECE.In addition to that i want to tell you that Even if you choose ECE,no faculties are going to teach you all these things doesn't matter from which college you are! You need to learn all these by your ownself(You can take help from  your seniors).Take online courses from any website such as EdX,Coursera,Udemy,Udacity etc (You can get certificates too after successful completion of course).
Hope,it helps you!
Good Luck
