Hello,

It is absolutely the choice of the applicant whether to appear for JEE Advanced or not. All the candidates who have qualified in JEE Main are eligible to apply for JEE Advanced. In case the candidate in not interested to appear for JEE Advanced she/he can skip applying for JEE Advanced. Such candidates can apply for admission based on JEE Main score depending on their interest.
