Yes,you may get your interested stream if one or more than Candidate leave that particular stream which happens frequently.So you have chance of getting better stream in 2nd phase counselling.So you should participate in 2nd phase counselling also..

I didn’t get alloted for first counselling because I applied very few colleges. Can I get into a nice college my rank is 41k and I have reservation
