Hello,
If those seats allotted in a college in first phase counselling are vacant after the last date for reporting which means if a candidate did not report in the college to confirm the admission, the seat will be cancelled and it will be considered for second phase counselling since it is a vacanct seat. All the vacant seats after first phase will be considered for second phase counselling seat allotment. A seat is allotted to a candidate based on his/her rank, category, number of candidates qualified, cut off rank, seat availability, local/non-local status and preferences of college. All these factors are considered for a seat allotment.
