Hello Darsi, 

I am afraid each college sets their own cut off which they do not change or bend. I myself have lost many colleges over . 01 or  . 02 marks. If you are sure that BARC has set the cut off of your subject at 60 then I'm afraid 59.45 won't be considered. Do not be disheartened as this is very common with colleges.
