                Look that's kind of occurs happen when server is not working as well as Internet problem.
Otherwise if you able to log into your account but can't able to counselling, that means server problems or something went wrong with your informations, like - you couldn't match the eligibility criteria of the exam etc.
So please check all things carefully & try after something.
