If admission criteria is only English then it is confirmed that in those colleges merit list will be prepared on English marks only. In case there is a tie then they can go for other subjects.

Anyway, you should contact authority of interested college to have better idea. As NTA information bulletin says that (pg no.32 to 34) admission procedure solely depend on university.
