As number of participants in exam.  We can say the Rajasthan has low cut off values than the Delhi State.
But Rajasthan has higher cut off value other  than state..  Because of many coaching institute are presents in the Rajasthan

I suppose here you are asking the cutoff marks for NEET UG entrance exam.

Out of Delhi and Rajasthan, Rajasthan has a lower state cutoff than Delhi.
