The rank will be calculated by using CRL( common rank list/ general) if you belong to all india quota and if you do not have a domicile of that state(Uttar Pradesh in this case)

But if you have a domicile of the state and then you belong to the OBC category your rank would be calculated on basis of your category.

Also,you can use your category certificate(OBC) for admission as OBC in UP only, if it is issued by UP governent but if it is issued by central government,it will be help you take admission as OBC category student where ever you will apply.
