I am pretty sure you can give JEE mains exam as anyone can give the exam but won't be able to get admission in BTech in Engeeniering colleges like NITs or IITs..

No you cant apply for jee main you have to be cleared in all your subjecta untill and unless you have back in one subject you will not be able to apply for jee main exam. all the best.
