It totally depends upon your college that whether the authorities allowed phones in the hostel or not. If I tell you generally then usually in hostels there is allowed that you can use mobile phones. But yes there are some restrictions  that you cannot use it after this-this much of time openly roaming in the hostel. And talking about the dress code or uniform then again it totally depends upon  the college that they're making any specific uniform compulsory or student are wearing anything they want.

So I would suggest you to contact to the college specifically of which information you want to know.
