No , this is not the case if you fail just one or two exams .In this case,  you have to fill the form for giving the exam again and the next year or semester,  you will have to give that exam again alongwith your scheduled exams of the next semester or year.So , obviously there is no need to repay the fees for whole year but you will just have to pay the minimal exam fee for the subject in which you have failed.
