Yes you can apply. The simple logic here is that in CSAB some colleges extend closing rank up to 2 Lakh whereas cutoff for general category falls near to 1 lakh.
So even if you haven't qualified cutoff, you can apply for CSAB. Even you can get a seat in NIT through JoSAA if your'e from northeastern states.

CSAB counselling is conducted after the jossa counselling.
To apply for Central Seat Allocation Board a candidate must have a valid jee main rank.
If you met all the other eligibility criteria for CSAB counselling you can apply for available seats under CSAB on the basis of your jee main score.

As you have not qualified JEE Mains exam 2020 then you can't appear for CSAB special round because the Cutoff for General candidate was 90 percentile. So in my opinion you should go for private College. Private College are good so you can seek admission in these Colleges.
