You could try and talk to the authorities and ask for some time . As I am aware they would give you 2-3 days to submit your certificate and if you cannot submit it within that time then I am not sure whether you would be eligible for special round but I think then you would only be considered as a general category person. It would mean that you would not be able to get advantages of your OBC category.
