In Josaa first round and second round are used to allocate seats for jee aspirants according to their locked choice filled list. These are very important round in josaa to get a seat in IITs, NITs, IIITs, and GFTIs. I can give some more information about the first round and second round in josaa details very clearly here.

First round is the main round of counseling where most of the seats in the college are filled, then some seats in the college are left vacant so, a second round of counseling is done with a bit of lower cutoff, such that remaining seats are filled. If more seats are left then more rounds are conducted.
