Do we need to pay fee in 1st round of josaa counselling if we wish to attend for 2nd round
You need to pay the fee once you have been offered the seat in any of the Institutes.(IIT's, NIT's, IIIT's, GFTI's) . Candidates who participated have registered and locked their choices are allotted seats according to their rank, preferences, category and availability of seats. The seat acceptance fee in then paid if you have been allotted a seat and wish to accept it. Candidates will have to also download JoSAA 2019 provisional seat allotment letter. The acceptance fee is around, 35,000 (General candidates) or Rs. 15,000 (SC/ST/Gen-PwD/OBC-NCL-PwD/SC-PwD or ST-PWD ).You just need to pay the fee once you accept the seat. So according to your query, to be eligible for 2nd round of counselling there is no such requirement.

Once the seat acceptance fees is done, candidates will have to report to the reporting centre (RC) for document verification. However, if a candidate is not satisfied with the seat allotted to him/her they will have the following options to carry out.
As per the counselling rules of NCHM 2018, if you are allotted a seat in the first round of counselling, you will necessarily be required to deposit the seat allotment fee online, and then report to the reporting centre (RC) with required documents. If you do not do that, you will not be eligible to participate in the second counselling round and will be eligible for only the third or final round. This is it
