In karnataka last state cut off is 402.but AIQ cut off is 560.how is it possible?a student secure 560 not want to study in low grade college

It depends on the choice of the toppers to chose the college
There's a 1year rural bond in Karnataka.
Many of the toppers want to skip the bond and hence the the cutoff varies.

Based upon your score in NEET 2018, and the previous year cutoff, chances are less for admission to Government Medical Colleges under All India Quota and state quota.
