It entirely depends on the policy of the respective college, some have the fee per annum fixed through out the course duration and hence will mention you the cost fee outright at the time of admission but the others will change them according to their expenditure. They will be informing you that during the counselling, if not then specifically ask for it and get a confirmation.

In many colleges the institution asks you to deposit the whole course fee at once , so there are very less chances that they change the fees for the coming years. So basically it depends on the institute you are choosing.
