There are two terms GOPENO and GOPENH, the only difference is the last word O and H, which means other than home university and home university. Home university is your regional u niversity for eg if you did your education from pune university and you want admission in Mumbai then you will come under other than home university. G stands for general I.e both male and female and OPEN stands for open category.

You will follow the cutoffs of general category GOPENS as you mentioned above.

Allocation of Seats. -The percentage of allocation of seats for various types of candidates in the Home University, Other than Home University and State Level

shall be in accordance with the policy of the Government as specified in Schedule-

I for First Year and Schedule –II for Direct Second Year of various Under Graduate Courses.
