A student can avail the benefits of two state quota counselling. Every state has it's own criteria of domicile. Some consider domicile on the basis of permanent residence and some on the basis of class 10th and 12th completion.

Hence, a student can apply for government counselling in two states if meets the criteria of both the states.

You too can do that if you meet the criteria of domicile for Bihar and Jharkhand both state.
