Happy to help you. If you have not mentioned anything like domicile or caste applicable in/from Bihar you can apply for state quota in Jharkhand. But in order to get admission you should submit the original certificate when asked for verification processes. For state quota you can submit the domicile or nativity certificate of Jharkhand and for caste certificate you can submit the caste certificate from state of Jharkhand.
