If you are taking part in the second round of counseling, you should be registered  for the first round because no new registrations take place in second round. Students who think that they can get their colleges  upgraded, score a better college, sit for that counseling. So the students in the second round are lesser than in the first round!

In second round of counselling, only those candidates who have given the choice to upgrade their alloted college or who are not alloted any college can participate. No new registrations for round counselling is possible. Therefore, the number of candidates in second round of counselling will be lesser than the first round, as some will choose their alloted college and some exit counselling.
