yes, you must have a local bank account for receive scholarship money. as I know, there is your bank account is opened by your college. don't worry about that.

As per my knowledge, it is not necessary that you should have local Bank account number in the city you are studying. You will be required to provide the details for the scholarships in the starting of your college. So it really doesn't matter of which city branch bank details you are providing. The amount will be credited into the same account of which the details have been provided.
