There is no harm in doing or completion your intermediate from any of the two States you mentioned in the question that is, Karnataka or Andra Pradesh. Although, Karnataka is considered more developed State as compared to Andra Pradesh and has much more career scopes ahead and facilites in terms of higher studies; for intermediate, you can choose any of the two States.
