Hello

There are category based reservations in NEET. Usually there is reservation for SC,ST,OBC and EWS  category. Besides this there is instituition quota, ESIC quota and other quotas like Christian Quota in colleges like CMC (Vellore and Ludhiana). From this year there is  special reservation for the wards of coronavirus warriors. You can know the details and percentages of reservation from https://ugcnet.nta.nic.in/WebInfo/Handler/FileHandler.ashx?i=File&ii=308&iii=Y

As far as the state wise cutoff is concerned, the highest is for states and UTs like Delhi, UP, Gujarat, Rajasthan etc while the lowest is for Karnatka, West Bengal, Goa for State Counselling.
