No, it's not.
NIELIT 'O' level course of DOEACC Scheme isequivalent to a Foundation Level Course in Computer Applications. One can acquire this qualification by undergoing this course and passing the examination conducted by NIELIT. Both are completely different thing. O-level certificate is a separate course in itself that a few government colleges in India provide to a student. If you want then you will have to pursue it separately to get certificate.
