You have not mentioned any particular college, so I'm going to answer in general. If the fee is mentioned as (course:: fees) then it is definitely the fee for the whole course. When nothing is mentioned along the course and it has the fee structure infront of it then it is for the whole course(three years). However, in case it is written as 1.35 L (first year) then it is meant for first year only.

To answer your second question: Yes, you have to pay different fee for girls hostel. Since hostel is optional in most of the colleges, the fee of the hostel is not included in the course fee.
