It is better to join three years under-graduate degree program as the minimum years to be is 3 years Graduation. One sitting is illegal and not considered in India for higher education or jobs in any sector. One year graduation in any course is not valid for UPSC Civil services examinations. You must at least have to complete graduation in order to give UPSC Exam.

However, you can do any type of government job after one year graduation degree. It is approved by UGC / MHRD / AIU hence student can apply for Government Job after one year graduation degree, but not for UPSC exam.

Further, the eligibility criteria for UPSC Exams is as follows :

C andidate must be a minimum of 21 years of age and must not be more than 32 years of age . General Category & EWS: 32 years; 6 attempts. OBC (with certificate): 32 years + 3 years; 9 attempts. SC/ST: 32 years + 5 years; unlimited attempts.
