In NEET 2019 exam following can be used as your identity proof: 

Voting id

Pan card

And your adhaar card

Adhaar card is most favored ID proof for any examination as this is nationally accepted as an identity proof. Even many times it is written in the admit card that Aadhar card is necessary as an ID proof. But let me tell you that any other ID having your photographs on it and is valid and approved (even by school) is considered as ID proof. But for safe side keep your Adhaar card as ID proof.

Yes. It is given in the guidelines only. Aadhar card can be used as the identity card for neet exam. They only match your identity with that id proof.
