Aryabhatta College, New Delhi is a college under University of Delhi and in DU admission for undergraduate courses are based on merit list prepared by your class 12th marks  , so yes for B.A. program also admission is based on merit list . DU form for UG courses yet not launched but expected to be launched soon so you should check about it regularly on internet .
