The month going on is for applying in colleges and sitting for their exams and qualifying them. So certainly you can apply for colleges to be it for polytechnic, diploma or bachelors of technology.

Since you haven't mentioned any particular colleges you wish to know about or any specific area it is tough to mention that whether that college takes application now.
