yes , you can submit black and white ts eamcet rank card xerox copy , no problem in it and i suggest you to take at least 4 copies of all the documents it will be used for you in future and  keep 1 extra copy always within in home because once you submit your documents again to take xerox they won't provide you back so i suggest to keep extra copies always
