Hello there. If you are not satisfied with the seat that has been allotted to you you can wait for the next round without paying for the current seat. You can still participate in next round if you have not been allotted any seat. 

For a safer side you can book the seat for first and apply for next counseling. If your name comes in your desired college then you can cancel the seat from last college and get the admission in new one
