NCERTs are the best source to make foundations and yes, most of the questions do come from NCERTs. But you will have the ability to solve them if you have practised lot of questions beforehand from other sources also. 

Most of the questions in organic are applications of the concepts and mechanism. Few of them are asked directly from the NCERT. 

So NCERT is sufficient but you need to practice previous year papers and give mock tests.
