No, they are different. Data Entry Operators are usually enter data into different computer databases, manage and maintain effective record keeping. In addition, they may organize files, collect and manage data to be entered into the computer. A data analyst collects, processes and performs statistical analyses of data. He/ she can translate numbers and data into plain English in order to help organizations and companies understand how to make better business decisions.
