See domicile certificate is permanent proof, like it is a certificate of your birth place or of a place where you live permanently but resident certificate is the certificate of your current residence. So this is the only difference between both the certificates and also note that for domicile certificate you need a residence certificate as well issued from the local body like by Pradahans in rural areas and in urban areas competent district authorities are responsible.
