Yes they are eligible even on regular basis. Eligibility is judged for UPPCL Assistant Engineer exam- education and age. You need to qualify following eligibility standards to apply for this exam:

A. Age Limit (As on 1st July 2018)
Minimum Age – 21 Years
Maximum Age – 40 Years

Age Relaxation:
As applicable under the Apprenticeship Act 1961.
SC/ST/OBC/ExS/Dependents of Freedom Fighters (of U.P. Domicile) – 5 years
Physically Handicapped Candidates (Disability Type: OA/OL/PB/PD) – 15 years
If you are availing age relaxation, your maximum age should not exceed 55 years.

B. Educational Qualification
You should have a B.E. or B.Tech or an equivalent Engineering Degree (Relevant Discipline) from an Institute recognized by the Government of India. Selection is done on the basis of two stages - Computer Based Test and then Personal Interview.

You can apply for UPPCL Assistant Engineer Exam through Online mode only. To apply for UPPCL exam, follow these steps:

1. You can register through UPPCL’s official website.
2. Note that you have to pay the Application fee online using a Debit Card/Credit Card/Internet Banking/Cash Cards/Wallets or other online payment methods.
3. Just make sure you use a valid email ID, which you have to keep active until the final declaration of results.
4. You should keep a scanned photograph and signature ready as per requirements mentioned in the official notification. You will have to upload these.
5. Submit the Application Form.
6. Take out the Print Out of the Application Form for future reference.
